USEPA Issues New Draft Multi-Sector General Permit (MSGP) for Stormwater Discharges from Industrial Activities

September 30, 2013

On September 27, 2013, the USEPA published a draft of its new Multi-Sector General Permit (MSGP) for Stormwater Discharges from Industrial Activities.  The public is invited to review and comment on this draft MSGP until November 26, 2013.

The new MSGP will replace the MSGP that was issued in September 2008, and will regulate stormwater discharges from specific industrial facilities.  The proposed requirements of the new MSGP are similar to the requirements of the 2008 MSGP; however, the USEPA has proposed some changes to the reporting requirements.  Annual reports under the new MSGP will need to include a summary of the routine inspections and assessments conducted at the facility throughout the previous year and reports will have to be submitted electronically.

Facilities that are covered under the 2008 MSGP must continue to operate under the requirements of that permit until the new MSGP is finalized.  This includes conducting routine facility inspections, maintaining best management practices and good housekeeping measures, performing sampling, and submitting annual reports.
