What Is The RCRA Biennial Report?

Federal regulations require Large Quantity Hazardous Waste Generators (LQG) to submit a report every two years regarding the nature, quantities, and disposition of hazardous waste generated at a facility. The United States Environmental Protection Agency (USEPA) refers to this as the National Biennial Resource Conservation and Recovery Act (RCRA) Hazardous Waste Report or Biennial Report. The RCRA Biennial Report form (8700-13A/B) must be submitted to the authorized State agency or the USEPA Regional Office by March 1st of every even-numbered year.

*The report is due by March 1, 2016 and would address activities from the 2015 calendar year.


The form includes the following information:

  • the facility’s USEPA ID Number;
  • the facility’s name and address;
  • the quantity and nature of the waste generated;
  • whether the waste was sent for recycling, treatment, storage, or disposal; and
  • the manner in which the waste was treated during the previous year.

Who Must Submit?

Federal regulations require LQG generators to submit Biennial Reports. LQG sites are defined as “the site generates, in any calendar month, 1,000 kilograms (2,200 pounds) of hazardous waste." Small Quantity (SQ) generators and Conditionally Exempt Small Quantity (CESQ) generators are not subject to the reporting requirements, but should consult with their implementing agencies as individual States may have further reporting requirements. SQG and CESG facilities may be required to file a biennial report for episodic shipments or storage of waste that exceed the LQG thresholds.
