Why GeoInsight

GeoInsight was retained immediately to respond to a catastrophic marine oil spill when 98,000 gallons of heavy fuel oil were released from a barge in Buzzards Bay. Our expertise in the Massachusetts Contingency Plan (MCP), ability to interact with federal, state, and local officials, and strategic thinking made GeoInsight an excellent fit with the technical response team.

Achievements

Successfully cleaned and achieved regulatory closure for over 84 miles of oiled shoreline – We directed cleanup operations along the Buzzards Bay shoreline and Elizabeth Islands and, after remediation was completed, documented that the cleanup was successful in achieving Massachusetts requirements for regulatory closure under the MCP.

Outstanding communication – With the oil washing ashore on both public and privately-owned shorelines in ten municipalities, coordinating our work with federal, state, and local officials, as well as private property owners was going to be difficult. In addition, the productive shellfish fishery in Buzzards Bay was immediately closed after the spill, affecting local fishermen. GeoInsight successfully rose to the challenge, holding multiple public meetings to inform residents, community groups, and officials about the status of our cleanup activities.

Navigating and connecting regulatory programs – Because spills of this nature have both federal and state regulatory requirements, GeoInsight worked closely with Unified Command to meet the requirements of the Oil Pollution Act of 1990 (OPA 90) and the MCP. Our work included closely coordinating our work with the ecological assessment team as part of the Natural Resources Damage Assessment (NRDA). When our work was completed, one of the largest spills in Massachusetts’s history was successfully closed under both federal and state programs.
